elm-conf CFP is open!

elm-conf will be returning to St. Louis (STL) on Sept 12, 2019 together with Strangeloop. The CFP is open now and closes on May 10 (submit by May 5 to get a round of feedback). A couple of spots are reserved for first-time speakers.
